PROPOSAL FOR REPRESENTATION ARRANGEMENTS FOR THE 2010 LOCAL ELECTIONS

On 25 June 2009, the Far North District Council reviewed its representation arrangements and resolved that the following proposal apply for the Council and its Community Boards for the elections to be held on 9 October 2010:

Council representation:

It is proposed that the Council shall be comprised of 9 members elected from three wards, and the Mayor elected at large. The three wards shall be:

Ward

Description

Northern Ward

Being the area of the current Northern Ward, excluding those meshblocks in the Broadwood area (being meshblocks: 0028300; 0028500; 0028600; 0028700; 0028800; 0028900; 0029000).

Eastern Ward

Being the area of the current Eastern Ward, excluding those meshblocks in the Ohaeawai area (being meshblocks 0034600; 0034700; 0035200; 0035300; 0036401; 0036700; 0036800) and including meshblocks 0039700 and 0040002 from the current Western ward

Western Ward

Being the area of the current Western Ward, including those meshblocks in the Ohaeawai area (being meshblocks 0034600; 0034700; 0035200; 0035300; 0036401; 0036700; 0036800) and including those meshblocks in the Broadwood area (being meshblocks: 0028300; 0028500; 0028600; 0028700; 0028800; 0028900; 0029000), and excluding meshblocks 0039700 and 00400020;

In accordance with Section 19V(2) of the Local Electoral Act 2001 the population that each member represents must be within the range of 6,439 +/- 10% (5,795 to 7,082), unless particular community of interest considerations justify otherwise. This proposal complies with Section 19V(2).

Community Board representation

It is proposed that there be three communities with three community boards to be elected. The three communities and boards shall be:

Community Board

Area of Community

Te Hiku

Being coterminous with the proposed Northern Ward, and comprised of the North Cape, Whatuwhiwhi, Doubtless Bay and Kaitaia (excluding Broadwood) areas.

Kaikohe\ Hokianga

Being coterminous with the proposed Western Ward, and comprised of the North Hokianga (including Broadwood) South Hokianga, and Kaikohe (including Ohaeawai) areas.

Bay of Islands\Whangaroa

Being coterminous with the proposed Eastern Ward, and comprised of the Whangaroa, Kerikeri, and Bay of Islands (excluding Ohaeawai) areas.

Te Hiku Community Board

The Te Hiku Community Board shall elect six members. One Councillor shall be appointed to the Board from the Northern Ward. The Te Hiku Community Board shall be subdivided for electoral purposes as follows:

Being the current North Cape Subdivision, excluding 19 meshblocks which move to the new Whatuwhiwhi subdivision, and including 3 meshblocks from Kaitaia.

Kaitaia

Being the current Kaitaia Subdivision, excluding 7 meshblocks which move to the new Whatuwhiwhi subdivision, and 3 which move to the North Cape subdivision.

Whatuwhiwhi

Being a new subdivision on the Whatuwhiwhi peninsular, comprised of 11 meshblocks from the current Doubtless Bay subdivision, 7 from Kaitaia, and 19 from North Cape

Doubtless Bay

Being the current Doubtless Bay subdivision, excluding those areas in the proposed new Whatuwhiwhi subdivision.

The population each member of the Te Hiku Community Board represents falls within the range of 2,998+/-10% (2,698 – 3,298) in accordance with Section 19V(2) of the Local Electoral Act.

Kaikohe\Hokianga Community Board

The Kaikohe\Hokianga Community Board shall elect six members. One Councillor shall be appointed to the Board from the Western Ward.

The Kaikohe\Hokianga Community Board shall be subdivided for electoral purposes as follows:

South Hokianga

Being the southern parts of the current Hokianga subdivision.

The population each member of the Kaikohe\ HokiangaCommunity Board represents falls within the range of 2,338, +/-10% (2,104 – 2,572) in accordance with Section 19V(2) of the Act.

Bay of Islands\Whangaroa Community Board

The Bay of Islands\WhangaroaCommunity Board shall elect seven members. One Councillor will be appointed to the Board from the Eastern Ward. The Bay of Islands\WhangaroaCommunity Board shall be subdivided for electoral purposes as follows:

The population each member of the Bay of Islands\WhangaroaCommunity Board represents falls within the range of 3,692, +/-10% (3,323 – 4,062) in accordance with Section 19V(2) of the Act.

The following map illustrates the wards, communities and subdivisions (ridings) suggested in the proposed representation arrangements.

Council provides the following explanations for the proposed changes to representation arrangements:

  • There has been community feedback following the 2004 determination of representation arrangements that the Broadwood area should be replaced in the Northern Ward and Kaitaia subdivision, and the Ohaeawai area should be replaced in the Western Ward and Kaikohe subdivision;
  • The Whatuwhiwhi area has grown considerably since the 2004 determination and forms a unique community of interest compared to its neighbouring subdivisions;
  • The Whangaroa area forms a unique community of interest compared to its neighbouring subdivisions;
  •  The North Hokianga area forms a unique community of interest compared to its neighbouring subdivisions;
  • Other proposed boundary adjustments are required in order that the proposed representation arrangements comply with Section 19V(2) of the Local Electoral Act 2001;
  • The renaming of the Northern, Eastern, and Western Community Boards to Te Hiku, Bay of Islands Whangaroa and Kaikohe Hokianga Community Boards respectively acknowledges the identity of these communities better than the current names.
