Bed and Breakfast Development

Where do I start?

Each project needs to be assessed by our council staff. Individual specifications mean that there may be different processes and requirements for different projects and different areas.

Gather together as much information as possible (list below) and contact our Customer Service staff using our normal contact details to request a Concept Development Meeting with both a Resource Planner and Building Officer .

We suggest that the customer bring the following information to the meeting:

  • Location details of proposed B&B
  • Property zoning details (according to the District Plan)
  • Property information (copy of rates invoice) and a certificate of title
  • Final or Sketch plans of proposed project.
  • Building & drainage plans and any necessary alterations.
  • Site plan (showing relation to roads or state highways and distances from buildings to other buildings and to property boundaries.)
  • Plans and/or details of whether the property is connected to reticulated sewerage or septic tank.

A list of features that the customer thinks we might want to know:

  • Number of rooms
  • Number of bathrooms
  • Catering facilities
  • Parking facilities
  • Recreational facilities (swimming pools etc)

During the customer's meeting, the Resource Planner and Building Officer will give them the appropriate advice relating to their project.

What consents might I have to apply for?

This will be determined when we assess the customer's project. They may not be required to apply for any consents, however these are some examples of the consents they may need to apply for:

Resource Consent - relating to zoning, parking, traffic movements, noise, residential intensity etc. Depending on the area, if the business meets the zoning requirements no Resource Consent may be needed.) Building Consent - a Building Consent is required for any alteration, extension or plumbing work. The project's fire rating will also be assessed if it is proposed that more than five people are to be accommodated. Refer to building consents information or Building Consent forms. The customer is also welcome to contact a duty Building Officer using our normal contact details

Licensing – as long as no more than 10 people are to be accommodated then no health or liquor licence required, however if the building is fitted with a system from section 44 of the building act (fire alarm) then a Building Warrant of Fitness will be required annually if the building is classed as commercial.
If more than 10 people are to be accommodated then the supply of alcohol may require an On-licence (click for information) and/or
Health licence, please contact the local Health Protection Officer for further information.

What is it going to cost me?

This depends on which (if any) consents the customer's project requires. Every project is charged according to its individual specifications. Please consult the fees and charges page for exact charges that may relate to the customer's application.

What are some other implications of setting up a B&B?

The customer's rates may be affected and change from residential to commercial if there are 5 or more bedrooms. Refer to Rate Charges Explanation or contact the rating team for more information.

Is there a bylaw specially for B&B's?

No, Bylaws apply throughout the district and cover all properties and businesses. A B&B has no special requirements.
