Rate Charges 2009/2010

The information on this page is based on the rates as set out in the LTCCP. Set out below is a summary of the rates for the 2009/2010 year. The following information is contained in the Funding Impact Statement in the Long Term Council Community Plan. This summary should be read in conjunction with the full rating information provided in the Rating Policy Section of the Plan.

General Rates Charges

Ward Targeted Rates

Ward Services Targeted Rate

Kerikeri Mainstreet Targeted Development Rate

Council has set a rate to fund the development of the Kerikeri Mainstreet. This rate is charged over the defined area of the Eastern Ward.

This rate has been set on a differential basis with a special commercial differential for those businesses that are located within the Kerikeri Township. The rate has be set on the basis of a charge on every rating unit or separately used or inhabited part of a rating unit in the rating area.

Sewerage Rates

Sewerage Connection Targeted Rates

This rate is to fund sewage disposal and will be charged to every rating unit or separately used or inhabited part of a rating unit that is connected, either directly or indirectly, to a public reticulated sewage system. In addition, every rating unit or part of a rating unit that has more than one connection to the sewerage system will be assessed one charge in respect of each connection. This rate will be assessed as a charge assessed differentially on the basis of location. This charge will permit the connection of up to 3 water closets or urinals without further charge.

Sewerage Serviceable Targeted Rates

This rate is to fund the availability of sewage disposal to the rating unit. It will be charged to every rating unit that is within 30 meters of a public reticulated sewerage system to which the Council will allow them to connect. This rate will be assessed as a charge assessed differentially on the basis of location.

Additional Pan Targeted Rates

This rate is to fund the additional costs associated with those rating units or separately used or inhabited parts of rating units that have multiple water closets or urinals (pans). It will be charged on the basis of one fee for the 3rd and for every subsequent pan that is located within the rating unit, with the exception that where a rating unit has been assessed more than one charge, the additional pan charge will be assessed on the number of pans within the rating unit that exceed the number of charges multiplied by 2. To avoid doubt the rating unit will be entitled to 2 pans without additional charge for every charge assessed.

Notwithstanding the above, every rating unit that is used primarily as the residence of one household will be treated as having only one water closet or urinal.

Sewerage Capital Targeted Rates

This rate is no longer charged.

Water Rates

Potable Water Connection Targeted Rates

This rate is to fund the cost of providing a potable water supply to the serviced parts of the district. It represents the fixed costs that are not affected by the quantity of water consumed. This rate will be charged to every rating unit or separately used or inhabited part of a rating unit that is connected, either directly or indirectly, to a public reticulated water system. In addition, every rating unit or part of a rating unit that has more than one connection to the water system will be assessed one charge in respect of each connection. This charge will be assessed differentially on the basis of location.

*Note: the non metered location rate is based on an assessed consumption of 250 cubic metres of water.

Non Potable Water Connection Targeted Rates

This rate is to fund the cost of providing a non-potable water supply to the serviced parts of the district. It represents the fixed costs that are not affected by the quantity of water consumed. This rate will be charged to every rating unit or separately used or inhabited part of a rating unit that is connected, either directly or indirectly, to a public reticulated water system. In addition, every rating unit or part of a rating unit that has more than one connection to the water system will be assessed one charge in respect of each connection. This charge will be assessed differentially on the basis of location.

Water By Meter Charges

This rate will fund the supply of water to properties that are connected by meter. It will be charged on every cubic meter of water supplied through the meter.

Water meters are read on a six-month cycle and are payable on the 20th of the month following the issue of the invoice. If the dates do change the due date will always be the 20th of the month following the invoice date.

Note: Every water by meter account will be subject to a 10% penalty in respect of the water consumption charges if the account is not paid in full by the due date.

Drainage Targeted Rates

There are five different Land Drainage areas in the Far North District. These currently operate differing forms of rating depending on the area. These are outlined below.

Stormwater Rate

The Stormwater Rate is a new rate that is charged over all of the urban communities across the Far North District. Its purpose is to fund specific new capital development and is in addition to the stormwater funding that comes from the general rate. It is charged on a differential basis with commercial properties paying a rate twice the level of the general properties.

Economic Development Rate

This rate is no longer charged.

Due dates, discount and penalty dates

Due Dates

With the exception of water by meter charges, Council proposes to charge the rates for the 2009/10 year by way of four instalments. Each instalment must be paid on or before the due dates set out below. Any rates paid after the due date will become liable for the penalties as set out below. 

Discount

Council has canceled the provision of the discount for the early payment of rates and water charges.

Penalty

Sections 57 and 58 of the Local Government (Rating) Act 2002 empowers councils to charge penalties on the late payment of rates inclusive of charges for water by meter.

Pursuant to sections 57 and 58 of the Act, Council is proposing to impose the following penalties:

1. A ten percent (10%) penalty on any portion of each instalment of rates assessed in the 2009/10 financial year that is not paid on or by the due date for payment, as stated above.
2. A further ten percent (10%) penalty on any rates assessed in any financial year prior to 1 July 2009 that are unpaid on 1 September 2009.
3. A further ten percent 10% penalty on any rates to which a penalty has been added under (2) above that are unpaid on 2 March 2010.
4. A ten percent 10% penalty on any portion of the charge for the supply of water; as separately invoiced, that is not paid on or by the due date for payment as set out on the invoice.
