Stock

This page provides information about Stock in the Far North District.

Definition of Stock

Stock includes horses, goats, pigs, cows, sheep and other animals.  Please note there are special rules regarding pigs.

Keeping of Stock – Rural Area

Stock are permitted in rural areas as of right. They must, however, be contained within the property and not permitted to wander.  If you see wandering stock, please contact us and ask for a Request for Service (RFS) to be logged. Please provide as much information as possible. 

 

Keeping of Stock – Residential Area

Under Council's bylaws, the keeping of stock is not permitted in areas other than those recognized as being rural without Council consent . If you would like to apply for consent in non-rural areas, please write to us to the attention of The Field Compliance Manager

Please include the following information:

  • What type of stock?
  • Location of where stock is to be kept?
  • Number of stock to be kept?

Once the application is received the Field Compliance Manager, will review the application and a Monitoring Officer will investigate and assess it. This consent may or may not have conditions attached to it. 

Killing Animals in Residential Zones

The killing of any animal on any property zoned Residential is not permitted without the written approval of the Council. (General Bylaws, Chapter 13 clause 1307.1.)  In this sense an "animal" means any mammal (other than a dog), a reptile, or amphibian. 

Stock Welfare Issues

If you are concerned about the welfare of stock, please contact the Ministry of Agriculture & Fisheries for farm animals and/or the SPCA for any animals. 

Complaint about Stock Wandering

Stock are not permitted to wander, graze, be ridden, lead or herded on any park, reserve of beach without Council consent. This is administered under Council's Bylaw Chapter 17.

If you see stock wandering unrestricted on public land, please contact us and ask for a Request for Service (RFS) to be logged. Please provide as much information as possible.

Stock Damage to Private Property

Any damage stock caused to any private property is a civil matter between the stock owner and the complainant.

Stock Auctions

If stock is not recovered by the rightful owner, and all appropriate fees are not paid in the prescribed time, Council may auction off the stock to recover all costs incurred with the impounding process. To do this, Council advertises the Auction date and details in the local newspaper (Northland Age and Northern News), detailing date and venue of the auction.

Generally the auctions are held at either of Council’s stock pounds, at Pakaraka, or Kaitaia.
