Parking complaints

This page provides information below about legal parking. To log a complaint for vehicles that are parked illegally, parked on the grass verge or footpath etc, or for a complaint about non-disabled people using disabled parking spaces, please contact us and ask for a Request for Service (RFS) to be logged.  Please provide as much information as possible.

Legal parking definition

A vehicle is legally parked if it is:

  • Not on the footpath, berm or verge;
  • Parked a minimum of one metre from a driveway;
  • Parked with consideration for other road users;
  • Not parked over a vehicle entrance or access way;
  • Not causing obstruction to traffic;
  • Not parked contrary to parking signs or markings (for example, on broken yellow lines);
  • Has not been abandoned or stolen, and remains at that site for a few days;
  • Currently licensed and with a current evidence of inspection (private or commercial).

Trucks parking at night

A truck parked on the road at night must have a red light displayed at the rear which is visible for 100m and be legally parked (see legal parking definition). A truck can park in a public car park at night.

Vehicle parked in private property, ROW, driveway or private carpark

This is a civil matter and Council does not get involved. In the first instance, try to discuss the situation with the vehicle owner.  If this doesn't work, or isn't appropriate, contact the Citizens' Advice Bureau or your solicitor.

Provision of car parks by businesses

The District Plan outlines the requirements for provision of car parking by businesses.  If you are concerned about a business which you believe is not complying with the rules, or if you would like more information about complying with District Plan car parking requirements for your business, please contact us.

Promotional parking

"Promotional parking" is when restricted parking spaces are used to promote or advertise a competition or event, e.g. for fundraising or to promote an event.

Council's bylaws require an approval process for promotional parking. To get approval, you need to:

  • Apply in writing to Council 10 days prior to event, stating the date, number of spaces to be occupied and number of days required.
  • Provide written confirmation from nearby property owners/operators.
  • Provide detail of the nature of the event/promotion.

Council will provide written approval, if deemed appropriate. This may contain conditions, which must be complied with.

Failure to apply for, and obtain approval, will result in a request to shut down and remove the promotional parking equipment.  The promotion may only resume once the procedure as been followed and approved, as above. 

Exemptions

The following services are exempt from the need to apply, but do need to advise Council that parking spaces will be reserved for their use:

  • Police - scenes of crime units
  • Health Units (e.g blood donor, chest x-ray units, ear, nose & throat units etc)
