Bulk Water Supply (Contractors)


How do I become approved to collect bulk water? 

Water cartage contractors may apply to be supplied with "Bulk Water" for up to three years.

In order to apply to collect bulk water you must:

  • Download the Application Form
  • Download the Bylaw Chapter Seven - Water Supply
  • Take the completed form to your nearest Service Centre
  • Pay the required bond of $1500.00. and the Annual Maintenance Charge of $500.00 (and $200 for each subsequent water vehicle).
    These fees are subject to change and must be paid to council before consent is granted and any water is taken.  
    The bond is made against financial losses due to inaccurate returns or returns not furnished, it will be refunded upon termination of their authorisation to collect bulk water.
  • You will then be issued with authority to collect water and supplied with a key and authentication stickers for each vehicle

Please note you must only collect the water from an approved point and between the hours of 9.00am and 4.00pm on any day.

What does it cost?

A list of fees and charges is in our fees and charges, or can be summarized as follows:

  • A bond of $1500.00 shall be paid to council before consent is granted and any water is taken, against financial losses due to inaccurate returns or returns not furnished. This bond will be refunded upon termination of authorisation to collect bulk water. 
  • Annual Maintenance Charge of, $500 inclusive of GST, for the operator’s first or only water carrier vehicle payable every 12 months from the date of authorisation agreement. 
  • For each second and/or subsequent water vehicle, $200 inclusive of GST, payable every 12 months from the date of authorisation agreement 
  • The current rate for bulk water is $2.31 (GST incl) per m3 with a 10% discount if the account is paid if full by the due date. 
    Please note that the rate per m3 may be changed at Council’s discretion. 

The contractor will be required to send in a monthly return on the 25th of every month, to the Water Rates Officer.

What is involved after the water is collected 

The water may then be on-sold, but the council takes no responsibilty for water quality beyond the pick-up point.

How does Council bill me for water collected? 

A bulk water return must be forwarded to council advising details of water taken monthly, this should be supported by accompanying documentation such as your invoices to your customers for the quantity of water supplied. 

The bulk water return and accompanying documentation should be forwarded to the Accounts Officer using our normal contact details

The Council will then invoice you as appropriate.
