Project background
A new library and civic hub building in Kaikohe will be located on the corner of Raihara Street and Broadway in Kaikohe. This is 80m away from the existing Kaikohe Library, in Marino Place.
A design was completed at the end of 2024. A construction contractor has now been appointed and construction is due to start on Tuesday 26 August. Find the full story here.
A timeline of the project so far can be found here.
Far North Holdings Limited (FNHL) is project managing the new build and will be working closely with hapū, iwi, the community, council staff and councillors throughout the project.
The Kaikohe Library will remain open at its current location for the majority of the construction project. There is expected to be a temporary closure of the service when the library moves into the new space, but this will be well-advertised in advance to minimise disruption.

A total of 1045 unique responses were collected during community consultation.
Consultation included several different approaches:
- Voting and comment boards
- An online survey
- Simple survey booklets.
ĀKAU Design Studio also led the papamahi (workshop) process where five local schools were invited, along with members of the community, to take part in workshops, providing input on initial concepts for the new library.
See our news story for more information about community consultation for this project.
The ĀKAU team approach community projects with a creative, hands-on process. A concept report about the community engagement can be found here.
Below - an overview of the suggestions about how to allocate space in the new library and civic hub building, gathered during consultation.
Below - what those suggestions look like as a percentage of the total feedback.
What is the cost of the project?
The project is estimated to cost $14.6m with funding from the council's Long Term Plan 2024-27, as well as rates. For the rates implication please see the question below.
What are the cost implications of the project to ratepayers?
Far North property owners will pay $6.77 (gst included) in rates for every $100k of land value you own. For example, if your land value is worth $500k the rates implication for you, to go towards this project, is $33.85. This is a yearly implication.
What happens to the existing library?
The existing library will remain in Marino Place, Kaikohe for much of the new build project. There will be a temporary closure when the new building has been finished and library services are ready to relocate to the new space. Disruption to services will be kept to a minimum whenever possible. Options for the Marino Place building, when the library moves out, are being considered as part of the project.
Will local companies be used in the build?
Yes, wherever possible local companies will be employed to complete different aspects of the building project.
