To undertake Earthworks associated with replacing existing wastewater infrastructure in the Residential, Industrial, Conservation and Rural Production Zone breaching the Excavation and/or filling, excluding mining and quarrying in the Residential, Industrial, Horticultural Processing, Coastal Residential and Russell Township Zones Rule as a Discretionary Activity.
