Activity 1: To construct and operate a retirement village, with ancillary earthworks, parking, access, services, storm water discharge and landscaping breaching the stormwater management, setback from boundaries, scale of activities, excavation and/ or filling, traffic intensity, light spill and glare rules in the rural production zone as a non-complying activity.
