Guy Holroyd is the Chief Executive at the Far North District Council. Mr Holroyd is a Bay of Islands resident and has extensive experience in international finance, working in London for almost two decades before returning to New Zealand in 2008. He was formally CEO of Ngāti Hine Forestry Trust, a role he was appointed to in 2021.
Roger Ackers
Group Manager - Planning and Policy
Profile
Roger Ackers is the Group Manager for Planning and Policy at Far North District Council. Mr Ackers grew up in Northland and has lived in the Far North since 2005, returning home to raise a family after living overseas for six years. Over the last 18 years, he and his wife have raised two daughters and their family has expanded to include two cats and a dog. A background on IT projects and IT Management, he has an undergraduate degree in biology and resource and environmental planning and a master’s degree in economics alongside three post graduate diplomas. He has worked for Far North District Council for 15 years, six of which have been in strategy, policy, and planning development for the council. Outside of work, Roger is a constant gardener, landscaper and a general 'odd job guy' who also enjoys the occasional long distance ocean swim and getting in the water for a surf when he gets the chance and Tāwhirimātea is "playing nicely".
Kevin Johnson
Group Manager - Delivery and Operations

Kevin Johnson has lived in Northland for more than 20 years, and settled in the region with his wife who is a Northlander. They have two children. Having worked in all aspects of construction and infrastructure for four decades, Mr Johnson has considerable experience of both private and public sector operations in New Zealand and overseas. Formally qualified with a Bachelor’s degree and membership of the Institution of Royal Engineers, he is enjoying working with a large group of conscientious and dedicated colleagues. He is especially pleased to be working in the Far North and to be able to help local people wherever possible. By way of relaxation, he plays golf "badly" and enjoys distance sea swimming.
Ruben Garcia
Group Manager - Community and Engagement

Ruben Garcia is a seasoned professional with a wealth of knowledge in communications, customer service, and strategic leadership. Mr Garcia plays a pivotal role as a member Far North District Council’s Strategic Leadership Team, driving the success of various departments to meet the needs of our communities, while also embodying his commitment to foster new leadership talents. Mr Garcia believes that building a strong and capable team is essential in delivering exceptional service. To achieve this vision, he invests time and effort in providing guidance and support to aspiring leaders, empowering them to make a positive impact at the council, and for the people and communities they serve. He draws upon a rich and diverse experience to oversee the operation of several vital services for council. These include the district’s libraries, customer service contact centres and call centre, visitor information centres, district museum, and the communications and engagement team. Mr Garcia has a master’s degree in communication, and a bachelor’s degree in graphic/information technology. He also serves as an Executive Board Member for The Association of Local Government Information Management (ALGIM), which represents the national and international interests of the information, communication and technology (ICT) sector within New Zealand’s city, district and regional councils.
Jacine Warmington
Group Manager - Strategic Relationships

Jacine Warmington is a dedicated professional intent on helping to achieve our community outcomes. Throughout her tenure at the Far North District Council she has held various roles, each offering unique opportunities for growth and learning. Ms Warmington's diverse experience has allowed her to develop a comprehensive understanding of the council's operations and a deep appreciation for the needs of the community. Recognising the importance of fostering strong relationships with the council's stakeholders, she has consistently strived to enhance the quality of service provided to residents, ratepayers, and visitors alike. "It continues to be my pleasure to help shape the council’s future and serve our communities," she says.
