The proposed extension is minor, extending only 300 mm beyond the existing building line, so any change to the relationship with surrounding trees is less than minor. The activity would be permitted but for this marginal non-compliance, and any adverse effects are unchanged in character, intensity, or scale. There is also 40,000 L of stored water and unlimited seawater available as mitigating factors. Overall, the activity is marginal and not in conflict with the district plan.
