Updating policy wording to support growth

The council is seeking feedback on a proposed wording change to its Revenue and Financing Policy 2024.

The amendment would update a paragraph in the policy to enable the collection of development contributions through the newly adopted Utu Whakawhanake Development Contributions Policy 2025, which was adopted on 7 October 2025.

Although this is a procedural change, we are legally required to consult on any changes to the Revenue and Financing Policy.

We are seeking feedback on the following proposed amendment to the Revenue and Financing Policy 2024.

Current wording:

  • While the council has resolved to continue to suspend the charging of development contributions for this LTP. Outstanding contributions charged prior to the suspension of 2015 Development Contribution Policy will continue to be received with respect to consents granted prior to the suspension of the policy in 2015.

The proposed amended wording:

  • The council has resolved to reinstate the charging of development contributions for this LTP. Outstanding contributions charged prior to the suspension of the 2015 Development Contributions Policy will continue to be received.

We would like to know whether you:

  • support the proposed wording, or
  • have suggestions for alternative wording.

This consultation is focused on the procedural amendment to the Revenue and Financing Policy 2024 only.
