Policy update needed to keep pace with growth

The council is seeking feedback on a proposed wording change to its Revenue and Financing Policy 2024.

The proposed amendment enables the council to collect development contributions from 29 May 2026 under the Utu Whakawhanake - Development Contributions Policy 2025, adopted by the council in October last year.

This update will ensure that the cost of growth-related infrastructure is paid by those creating the need or demand for it, rather than being met entirely by existing ratepayers.

Current wording:

  • While the council has resolved to continue to suspend the charging of development contributions for this LTP. Outstanding contributions charged prior to the suspension of 2015 Development Contribution Policy will continue to be received with respect to consents granted prior to the suspension of the policy in 2015.

The proposed amended wording:

  • The council has resolved to reinstate the charging of development contributions for this LTP. Outstanding contributions charged prior to the suspension of the 2015 Development Contributions Policy will continue to be received.

This consultation focuses only on the proposed wording change in the Revenue and Financing Policy 2024, and the law requires the council to seek public feedback before making a final decision.
