Factory Build Guidance

The building consent process for factory-built and relocatable buildings depends on whether the building will remain within the Far North District or be relocated elsewhere.

Buildings Constructed in a Factory and Relocated Within the Far North District

When applying for a building consent for a factory-built building that will be relocated to a site within the Far North District:

Building Consent Application

Please provide:

  • A current Record of Title (issued within the last 90 days) for the future site where the building will be located.
  • A completed Form 2 Building Consent Application. In the description of work, clearly state that the project is a ‘factory build’ and include the factory address.
Example description of work:

Factory build – Construct 2-bedroom dwelling in factory with Linea cladding and corrugated roofing to be relocated within the Far North District.
Factory address: 60 Kerikeri Road, Kerikeri.

The building consent will be lodged against the property file for the future site.

Plans

Plans submitted with the initial building consent application should show factory construction only, including the structure from the subfloor upwards.

Do not include:

  • Site plans
  • Foundation details
  • Service connections
  • Wastewater systems
  • Other site-specific information
Inspections

Once the building consent has been issued, Far North District Council will carry out inspections during the factory construction phase up to the point where the building is ready to leave the factory.

Relocation to Site

Before the building is relocated to its final site, you must apply for an amendment to the building consent.

The amendment application must include:

  • A current Record of Title (issued within the last 90 days) for the site.
  • A completed Form 2 amendment application identifying the site address.
  • Site-specific plans and documentation.
Amendment Plans

Amendment plans should show site construction only, including:

  • Foundations
  • Services
  • Wastewater systems
  • Other site works

Do not include factory construction details.

Owner Authorisation

If the amendment application is submitted by an agent, written authorisation from the property owner named on the Record of Title must be provided.

Code Compliance Certificate (CCC)

All work must be completed on site before a Code Compliance Certificate (CCC) can be considered and issued by Far North District Council.


Buildings Constructed in the Far North District and Relocated Outside the District

If a building is being constructed within the Far North District but will be relocated to another district:

Building Consent Application

Please provide:

  • A current Record of Title (issued within the last 90 days) for the factory site.
  • A completed Form 2 Building Consent Application.

In the description of work, clearly state that the project is a ‘factory build’ and that the building will be relocated outside the Far North District.

Example description of work:

Factory build – Construct 2-bedroom dwelling in factory with Linea cladding and corrugated roofing to be relocated outside the Far North District.
Factory address: 60 Kerikeri Road, Kerikeri.

The building consent will remain against the factory property's file, as it cannot be transferred to another territorial authority.

Plans

Plans should show factory construction only and must not include site-specific details.

Inspections and CCC

Far North District Council will carry out inspections of the factory construction work and may issue a Code Compliance Certificate (CCC) for the work completed at the factory.

The scope of work covered by the CCC will be clearly identified on the building consent, approved plans and documentation.

Site Consent Requirements

Any building consent requirements relating to the final site are the responsibility of the Building Consent Authority (BCA) for the district where the building will be relocated.


Buildings Constructed for Stock

For buildings being constructed as stock units with no confirmed destination site, the process is the same as for buildings being relocated outside the Far North District.

Applicants must:

  • Provide a current Record of Title (issued within the last 90 days) for the factory site.
  • Lodge the building consent against the factory property file.

The consent will remain associated with the factory property until a future site is identified and any necessary approvals are obtained from the relevant Building Consent Authority.


Important Information

Record of Title Requirements

For all applications and amendments, a Record of Title must:

  • Be provided with the application; and
  • Have been issued within 90 days of the application date.
Acting as an Agent

Where an application is submitted by an agent on behalf of the property owner, written authorisation from the owner named on the Record of Title must be supplied.
